Who needs an excavator licence?
Anyone who operates earth-moving machinery on their own. Not just construction firms: in landscaping, recycling or a builders’ merchant’s yard, colleagues regularly drive the wheel loader too. Typical participants:
- Construction, civil engineering and road building
- Landscaping and gardening
- Recycling, waste management and composting
- Building materials and bulk goods trade
- Municipal depots and services
Legal basis
Anyone who operates earth-moving machinery independently must be at least 18, physically and mentally fit, trained and assigned by the employer. This is set out in DGUV Regel 100-500, chapter 2.12 "Operating earth-moving machinery".
DGUV Grundsatz 301-005 describes how drivers of hydraulic excavators and wheel loaders are qualified and assigned. Our training follows that structure: theory, practice on the machine, exam.
A common misconception: a car or truck driving licence does not replace this training. It only covers driving on public roads.
What the earth-moving training covers
Many accidents with earth-moving machines happen not while digging but while manoeuvring, loading and near embankments. That is the focus in theory and practice.
Theory
- Machine types, design and limits of use
- Stability on slopes, near trenches and on soft ground
- Field of view, blind spots and people in the danger zone
- Earthworks, trench support, underground services
- Lifting loads with the excavator
- Safe loading and transport
Practice
- Check before starting work and maintenance points
- Getting on and off, fastening the seat belt
- Driving and manoeuvring with a banksman
- Digging, loading and levelling
- Parking and securing safely
Exam
Theory exam and practical test on the machine on the same day. Once passed, operator card and certificate are available digitally; in the portal you see them for every employee.
Validity and annual instruction
The qualification itself does not expire. As with all work equipment, though, instruction is repeated every year. You book the instruction with us on site; online instruction for excavators and wheel loaders is coming to the app soon. The portal shows the deadlines.

Does the licence cover excavators and wheel loaders?
Training covers the machine types you use, typically hydraulic excavators and wheel loaders. The card states what the exam was taken on.
Are mini excavators included?
Yes. Small excavators too: whoever operates them independently must be trained and assigned. Mini excavators in particular are often underestimated because they seem easy to handle.
Do the drivers also need a driving licence?
Only for driving on public roads. On site and on company premises, the training to DGUV is what counts.
May the excavator lift loads?
Only if the machine is equipped for it, for example with a load hook and overload warning device, and the driver knows what matters. Lifting loads is therefore part of the theory.
How many machines do we need for in-house training?
One is enough. With two machines every participant gets more turns. Tell us in your enquiry what you have and we plan the day to suit.
